This nationwide shift comes after years of advocacy by human rights organizations that documented how the practice disproportionately harmed racialized individuals, particularly Black men, and people with disabilities. The #WelcomeToCanada campaign launched in 2021 gathered support from hundreds of advocates, healthcare providers, faith leaders, and former detainees, with over 30,000 Canadians writing to authorities demanding change. This development represents a significant improvement in how Canada treats migrants and refugees awaiting immigration proceedings.
