The plan includes 40 different measures to speed up the green transition, from faster permits for renewable infrastructure to procurement rules favoring European clean tech. A new €100bn industrial decarbonisation bank aims to catalyze private sector investment, while changes to state aid rules will accelerate renewable energy adoption. The initiative also addresses energy costs through an affordable energy action plan targeting €260bn in annual savings by 2040.

3️⃣ What’s next: The European Commission will reform state aid rules by June to accelerate renewable energy deployment and industrial decarbonisation. Environmental reporting requirements for small businesses will undergo a two-year review period to optimize compliance processes. The commission will implement changes to the carbon border adjustment mechanism to exempt smaller importers while maintaining emissions coverage. Additional consultations will determine how to best support businesses through the transition while ensuring environmental protections remain effective.
