The deal, signed in Oslo by Norway’s Energy Minister Terje Aasland and French Finance Minister Éric Lombard, allows industrial emissions from major French ports to be shipped to Norway for permanent storage beneath the North Sea. This collaboration creates a practical framework for Europe’s carbon management ambitions and establishes regulatory foundations for transnational carbon capture and storage operations.
