1️⃣ The big picture: Hydroelectric dams can block fish from reaching critical parts of rivers they depend on for spawning and growth. At Oregon’s Trail Bridge Dam on the upper McKenzie River, the Eugene Water and Electric Board shut down electricity generation on July 2nd and began diverting water through the dam’s spillway instead. This approach, known as a full-spill operation, gives migrating salmon and trout a clear path downstream for the remainder of the migration season. Trail Bridge produces only around 9 to 10 megawatts, while the larger Carmen Powerhouse nearby handles 110 megawatts, making the temporary shutdown feasible without a major impact on regional power supply. The move is part of a broader effort to restore fish passage at the site through both short-term operations and long-term infrastructure improvements.
2️⃣ Why is this good news: Thousands of salmon and trout now have a safe downstream passage route that was previously blocked or disrupted by dam operations. Giving fish access to different river sections supports healthier populations by allowing them to reach spawning grounds and juvenile growth habitats. Because Trail Bridge is not the primary generator in the Carmen-Smith project, the shutdown causes minimal disruption to electricity supply while delivering real benefits for wildlife. Longer-term investments signal that this is not just a seasonal fix but a genuine shift in how the facility balances energy production with ecological responsibility. Restoring river connectivity like this can have ripple effects across entire ecosystems, benefiting not only fish but also the predators, communities, and watersheds that depend on healthy salmon runs.
3️⃣ What’s next: EWEB plans to install a permanent downstream fish passage solution at Trail Bridge, backed by a $24 million investment. A trap-and-haul system below the dam is also proposed to help adult salmon and bull trout reach upstream spawning habitats. The current full-spill operation continues until fish migration wraps up later in 2025, serving as an interim measure while those long-term improvements move forward.
