1️⃣ The big picture: Mexico City has implemented a groundbreaking reform to its Civil Code recognizing that all adults have full legal capacity regardless of disability, age, or health status. The reform, which took effect in December 2024, prohibits any restriction of decision-making rights based on protected status. Human Rights Watch and the College of Notaries of Mexico City have jointly released a practical guide called ‘Roadmap for Change’ to help implement this reform effectively. The guide provides clear explanations, case studies, and templates for professionals to respect everyone’s autonomy while ensuring appropriate support is available for those who need it.

It aligns with international human rights standards, particularly Article 12 of the Convention on the Rights of Persons with Disabilities. 3️⃣ What’s next: Mexico City authorities need to ensure that notaries, judges, and social service providers receive thorough training on the new legal framework. Clear regulatory guidelines and accessible materials should be developed to support effective implementation. Other state governments are urged to adopt and replicate this model in their own jurisdictions to expand these protections throughout Mexico.
