1️⃣ The big picture: Pakistan is making significant progress in establishing a national carbon market with support from the UN Environment Programme’s SPAR6C initiative. During a key meeting in Islamabad on July 15th, officials reviewed the progress made since unveiling draft carbon market policy guidelines at COP28 in Dubai last year. This carbon market development aligns with Article 6 of the Paris Agreement, which enables countries to trade carbon credits internationally. For Pakistan, which faces severe climate vulnerabilities despite its minimal contributions to global emissions, carbon trading represents an opportunity to attract climate finance while reducing emissions.

2️⃣ Why is this good news: The carbon market initiative opens new financial channels for Pakistan’s climate action, potentially bringing significant investment into sustainable projects across the country. By participating in the SPAR6C program alongside Colombia, Thailand, and Zambia, Pakistan gains access to valuable technical expertise, training programs, and pilot projects to build an effective carbon trading framework. Local students are receiving specialized training in carbon market research, building domestic capacity for long-term management of these systems. The development of a carbon market aligns perfectly with Pakistan’s pledge to cut emissions by 50% by 2030, creating economic incentives for decarbonization across various sectors.

3️⃣ What’s next: Pakistan aims to formalize its carbon market implementation at COP29 in Baku later this year, moving from planning to operational phases. Officials are exploring upcoming carbon trading opportunities and developing pilot projects to test the market framework before full-scale launch. The country must continue strengthening partnerships with both international organizations and local private sector entities to ensure a successful carbon market rollout.
