If passed, the amendment to the Special Act on Jeju Province would recognize dolphins as legal entities with specific rights and protections. A dedicated committee of up to 10 members including residents, experts, and officials would advocate for these newly recognized rights and ensure proper implementation of this innovative conservation approach.
