1️⃣ The big picture: The Emirates Water and Electricity Company has opened bidding for the UAE’s largest combined cycle gas turbine plant that’s designed to accommodate future carbon capture technology. The Al Nouf Independent Power Producer project will be constructed in Abu Dhabi with capacity to deliver 3.3 GW of power with improved efficiency and reduced emissions compared to conventional plants. Beyond power generation, the facility will incorporate seawater cooling and reverse osmosis desalination capabilities. This strategic infrastructure development supports the UAE’s long-term energy needs while aligning with the country’s decarbonization goals.
2️⃣ Why is this good news: The power plant represents a significant advancement in the UAE’s energy infrastructure by combining high efficiency with future-proof carbon reduction capabilities. Though initially operating without carbon capture equipment, the facility’s design allows for retrofitting that can potentially remove over 90% of carbon emissions when implemented. This project helps balance the immediate need for reliable power with the UAE’s ambitious climate goals of cutting emissions 47% by 2035. The plant will contribute to national energy security while positioning Abu Dhabi as a leader in clean energy transition across the Middle East region, where we’re seeing growing momentum for carbon capture technologies.
3️⃣ What’s next: Commercial operations are targeted for the third quarter of 2029, with development proposals due later in 2025. Under EWEC’s investment model, the successful developer will hold up to 40% equity in the project. The remaining ownership will be indirectly held by the Abu Dhabi Government through affiliated entities.
